Status	Meaning
401	Missing or invalid auth
403	Plan is not Plus / trial
404	Campaign not found for shop
429	Rate limited (when hard limits enforce)

Always send both Authorization and X-GiftDesk-Shop. Retry 429 / transient 5xx with backoff.
